0 - If it's Turn 2, place Enriaku-ji Soldiers on Sakamoto |

1 - Draw one Activation Chit. |
|
If it's the End chit, proceed to the End Phase, else proceed to the Action Phase. |
Action Phase |
The Active Power, in this order, do: |
|
A.1 - May play any event cards if the events can take place |
|
A.2 - May exile any of his Active Power Leaders |
|
A.3 - May Negotiate with enemy/neutral units with his eligible Leaders |
|
A.4 - Rolls one die to see how many actions points the power may perform. Add two if the Power controls Kyoto. |
|
A.5 - May perform his allotted movement actions |
|
A.6 - Perform combat with the Active Units |
|
A.7 - Repeat the process detailed in step 1) drawing another Chit |
End Phase |

E.1 - The player that controls Kyoto (Capital) draws an event card. |
|
E.2 - Each power deploys its reinforcements, Oda player first. Neutral Powers could enter now if it’s the turn of entry. |
|
E.3 - Disband any Soldier from any Box on the board, Oda player first. |
|
E.4 - Perform death checks for Takeda Shingen and/or Uesugi Kenshin if they are in play, and Oda after the turn 30. |

E.5 - Empty the cup of chits. Put the Action Chits for the non-neutral military powers that hasn’t been eliminated or surrendered, plus the End turn chit, in the cup. First (and always) put the End Chit in the cup. The Action Chits for "Oda Nobunaga", "Takeda Shingen" and/or "Uesugi Kenshin" are also placed in the cup as long as their respective Leaders are alive and not in the regroup pool or turn track. |
