-1 per friendly port (Riga, Tallinn, Helsinki, Leningrad)
+2 to Russian die roll for German air superiority

All sea movement is successful on a dire roll of 1-3.
Subtract one from the die roll for each of Odessa, Sevastopol, and Rostov in your control.
